Jeddah, Saudi Arabia, 12 December 2025 – Moscow Film Cluster, one of the largest creative filmmaking ecosystems in Eastern Europe, successfully participated in the 5th Edition of the Red Sea Souk 2025 in Jeddah, which took place from 6-10th December this year. For the first time in the MENA region, the Cluster will introduce its full-scale production infrastructure to international partners – presenting locations, services, technical capacities, creative talent, and internationally-oriented incentive measures designed for global filmmakers.

Held in Jeddah’s historic Al Balad district, Red Sea Souk is the industry market of the Red Sea International Film Festival. It brings together producers, sales agents and other professionals from the MENA region, Asia, Africa and Europe, and showcases new projects in development and production.

Commenting on the event, Moskino Film Cluster CEO, Georgy Prokopovstated: “Red Sea Souk is an important platform for expanding our cooperation with the MENA region. Over the past two years, we have welcomed delegations from across the region at Moscow International Film Week, which has already led to concrete agreements – including our recent MOUs with TESIYAP (Turkiye) and Egypt Film Commission. We are open to new partnerships and look forward to presenting Moscow as a reliable and competitive production destination for international filmmakers.”

Moscow: The new local epicenter for global filmmakers

Moscow is rapidly shaping itself into a major international production hub, supported by the Mayor of Moscow and a fully integrated film ecosystem. For foreign producers, the city offers one of the most competitive incentive packages in the region – a combined rebate of up to 45%. This includes a direct 30% cash rebate on eligible production spend, complemented by an additional 15% delivered through grants, service discounts and special offers on accommodation, transportation and visa facilitation. The minimum local expenditure required to qualify is $175,000, making the program highly accessible for projects of different scales.

International productions can access the rebate through a Moscow-based service studio or a local co-producer, ensuring full operational support and seamless integration with the city’s production infrastructure.

 A century-old legacy: Reminiscing Russia’s filmmaking heritage
